A regular meeting of the Town Board of the Town of Barrington was held on April 23rd, 2024 at 6:00 pm at the Town Hall located at 4424 Bath Road, Penn Yan, NY and County of Yates.

Supervisor Yarrington called the meeting to order at 6:00 pm with the Pledge of Allegiance.
Sprague Insurance-Annual Policy
Cassia Maloney of Sprague Insurance went over the Town Insurance policy for 2024-2025.
There was a .8% increase from last year.
Resolution 2024-65 to accept the new policy with Sprague Insurance for the year 2024-2025 was made by Petro and seconded by Crosby.

Highway Report
Wheeler presented the 284 form that includes the work to be done on town roads for 2024 Resolution 2024-68 to approve the following agreement for the expenditures of highway moneys was made by Crosby and seconded by McGinness.

Wheeler stated that he needed a resolution authorizing him to help the fire department in the case of emergencies such as the one last night where a huge barn burnt and the department requested assistance from the town to push the walls in to help put out the fire. He stated that he spoke with the representative from Sprague Insurance and he would just need the resolution from the Board to be covered.
Resolution 2024-70 authorizing the Highway Department to assist in emergency situations when requested by the agency involved within the Town of Barrington was made by Yarrington and seconded by Crosby.

Resolution 2024-71 to approve the mowing contract with Yates County for 2024 at $195 per center mile was made by Crosby and seconded by McGinness.

Code Enforcement Report
Jayne shared that there were two variances and one subdivision this month. He further stated that he will be sending clean-up notices again to some residents that have not complied with his requests for remedy. He will be looking into taking legal action.
Approve Annual Contract with Williamson Law Software
Resolution 2024-72 to approve the annual software contract with Williamson Law for Code Enforcement in the amount of $1,619.00 was made by Petro and seconded by Crosby.

Proposed Records Access Policy & Proposed Updated Investment Policy
McGinness shared an updated investment policy and a records access policy for the Board’s review.
Public Comments/Concerns
Patty and Jay Overstrom of 1116 East Lake Road presented a leer to the Board with interest to purchase a small plot of Town owned land. Discussion took place and no decision given.
Appointed/Elected Officials’ Comments/Concerns
Wheeler reminded everyone about the clean-up day on May 18th.
Pay General Bills
Resolution 2024-74 to pay the general bills numbered 65 thru 86 in the amount of $17,143.61 which were audited by the Town Board was made by Petro and seconded by McGinness.
