A regular Town Board meeting of the Town of Barrington, County of Yates and State of New York was held at the Town Hall located at 4424 Bath Road, Penn Yan on September 26, 2023.

The Supervisor called the meeting to order with the Pledge of Allegiance at 6:00 pm.
Resolution 2023-94 to approve the Justice for August was made by Olney and seconded by Yarrington.

Resolution 2023-97 to approve the highway bills numbered 137 thru 156 in the amount of $113,545.44 which were audited by the Town Board, was made by Olney and seconded by Crosby.

Public Comments
Jim Paladino asked the Board when Moon Hill and Preemption Road would be paved. Moon Hill is .7 miles long, and Preemption is 1 mile long.
The Board and Superintendent Wheeler discussed that the two roads in question are scheduled to be paved in 2024 according to the five year plan.
Supervisor’s Notes
Supervisor Perry presented the Board with an agreement from Yates County and Water for septic inspections in Barrington. The Board is concerned that the agreement places the responsibility of handling violations on to the Town Code Enforcement Officer. The Board feels violations would be handled by Yates County Soil and Water because they have the technical knowledge that would be needed in any legal proceedings. The Board tabled the agreement and will be reaching out to Yates County Soil and Water to discuss it.
Supervisor Perry issued a resignation letter to the Town Board, effective immediately.
Resolution 2023-98 to appoint Bryan Yarrington as Town Supervisor was made by Olney and seconded by Petro.
